Dear Gov. Lujan Grisham: We are writing in support of our county and city administrators to encourage your reconsideration of the current shutdown of “non-essential” economic activity in southeast New Mexico. We believe that an effective public policy should balance the economic hardship being imposed upon our citizens against the mitigation of consequences imposed by the pandemic. While we recognize that there are parts of the state where more drastic measures are still required, the disease has largely been absent in the east and southeast portions of the state. In effect, the only consequences of the pandemic in our area have been self-inflicted.

Hospitals in particular have been hard hit. These facilities have been forced to turn away patients in anticipation of an influx of COVID-19 cases, and medical personnel now face the prospect of reduced hours or furloughs because there are none of these cases in our area of the state.

It would appear that a staged reopening of hospitals, businesses and recreational facilities with necessary safeguards would be appropriate at this time. Requirements could certainly be imposed to continue social distancing, require personal protective equipment, adopt reduced capacity limitations or institute other mitigation policies while allowing our residents to resume some semblance of normal lives. The Texas counties that border southeast New Mexico have a number of businesses that are open, and many of our residents are going to those establishments to the detriment of our businesses and economy.

New Mexico is a large, diverse and heterogeneous state. Please do not paint the entire state with a common policy brush when less harsh measures surely seem appropriate in many areas. One can make a strong case that ALL businesses are essential. They certainly are to the folks who own and run them. We urge you again to reconsider.

Signed: Larry R. Scott, State Representative, District 62; James G. Townsend, State Representative, District 54; David M. Gallegos, State Representative, District 61; Cathrynn N. Brown State Representative, District 55; Phelps Anderson, State Representative, District 66; Stuart Ingle, State Senator, District 27; Gay G. Kernan, State Senator, District 42; Ron Griggs, State Senator, District 34; Gregg Fulfer, State Senator, District 41
