Capital outlay hearings begin Friday

Legislative hearings to obtain citizen and community comments for state legislative capital outlay funding have been announced by the Southeastern New Mexico Economic Development District/Council of Governments.

The hearings will be held for the five-county region covered by the Development District. They will occur online or by phone due to coronavirus health and safety protocols.

Local governments, community-based nonprofit organizations and others seeking assistance to acquire funding for capital construction or equipment projects from the New Mexico Legislature are asked to participate in the hearing for their county.

“It is critical that those seeking capital outlay funding assistance participate in one of the meetings,” said Hubert Quintana, a consultant with the Development District.

The hearings will provide those seeking funding the opportunity to discuss their needs with area legislators and explain the reasons for asking the state to assist with the proposed projects.

Suggested projects must have a life of at least 10 years and cost at least $25,000. Capital outlay projects approved by the Legislature and governor will be funded by state-issued severance tax bonds.

The hearings begin Friday and will occur at the following times:

• Chaves County, Dec. 18, 9 a.m.

• Eddy County, Dec. 21, 9 a.m.

• Lea County, Dec. 21, 1:30 p.m.

• Lincoln County, Dec. 22, 9 a.m.

• Otero County, Dec. 22, 1:30 p.m.

The Southeastern New Mexico Economic Development District/Council of Governments is the areawide planning organization serving Chaves, Eddy, Lea, Lincoln and Otero counties and the 21 municipalities within the five counties.
