Committee to hear report on water billing issues

Staff from the city Finance Department will meet with the City Council’s Infrastructure Committee on Monday to report on the problems and a plan for correcting the city’s recent water billing problem.

The meeting will be at 4 p.m. Monday in Meeting Room A of the Roswell Convention and Civic Center, 912 N. Main. The public is encouraged to participate electronically due to public health orders.

Finance Director Janie Davies and Accounting Supervisor Chanel Rey will report to the committee on the issues moving to a new billing system that resulted in water bills being sent out late or with incorrect amounts billed.

A timeline included in the agenda packet outlines issues such as incorrect calculations, staff being exposed to COVID-19 and having to quarantine, additional training on the new system and staff retention issues contributing to the problem.

It also outlines changes made to improve customer service, such as changing the menu of the department’s automated call system so it is easier to understand and changing department hours to reduce overtime.

The report will be presented for open discussion and questions from the committee; no action is to be taken.

The committee will also hear about several other projects as information-only items:

• An update on the construction of a new cell at the Municipal Landfill.

• Construction of a 10-inch waterline from South Main Street to Mountain View Middle School.

• An update on the Bicycle and Pedestrian Master Plan that was completed in April 2020.

The committee will consider four items for recommendation to the full council:

• Awarding a Spring River Trail rehabilitation project to Constructors Inc., Carlsbad, for $159,485.

• A change order of $63,121 on the Lea/Deming bridge repair.

• Awarding roof replacement for the Waste Water Treatment Plant digester to J&J Marquez Residential and Commercial Building, Roswell, for $92,227.

• A request for proposals for a pool of contractors for various city construction projects.
